SOLVED – lsass.exe not enough quota

When repairing or installing Windows XP, you get the message “Not enough virtual memory or paging file quota is available…” very briefly and then the computer reboots. This happens in normal and in safe modes, and continues to happen after attempting to repair windows too.

Solution: It is recommended to do a full system backup first using a drive imaging program such as Norton Ghost. Boot the computer using the Windows XP CD into recovery mode (press R). Copy all files from c:\windows\repair to c:\windows\system32\config one by one. If it asks if you want to overwrite say yes. Reboot and the system should come up again. Note that the repair files are an older copy of the system registry, and therefore you may have to reinstall programs, device drivers, windows updates, and such after copying the ‘repair’ registry.
